OA after some discussions
This one is a comparision question. We have to compare "government Policy" with "Management decisions"

Only option A is doing that correctly.

Option B was a close second choice because the idiom is not fully mentioned in choice A. The corret idiom is "as x as" [ex:- as good as sunday]. Like I said, we need to do a comparision and this is what missing in option B. Eliminate.
