Here the correct use of idiom is in C

intended to X..

Hence the correct answer is C

I am not sure if intention to is an idiom. I have seen sentences that used with the intention to. Also, both with the intention to and intended to use to. Idioms can be in any tense. correct? Can Guru's weigh in?

I see this Q more as a modifier problem.

with the intention to seems to modify AA, where as it should be modifying MF.

Replacing it with intended makes the correct modification.
