This sentence can be split using the below identifiers
do vs does vs some
among vs between
prefer x to y vs prefer x over y
others vs another

Asks is singular, so eliminate A,C
Eliminate C,E because these use among
Eliminate D as it uses another, which refers to one person, whereas litigants is plural

That leaves us with B

IMO it's B

Here's why -

Whenever you compare/talk about two quantities you use between or distinguish between and NOT among. Among is used when there are more than 2 quantities.

D has an idiomatic issue. The correct idiom is Prefer X over Y

Option - B (Preferred here is not used as verb --) when I first looked at this SC I saw two problems --

Among and Preferred over . Till now I used to think that Preferred over is redundant idiom because prefer carries a meaning 'preference over', but 'preferred' here is not used as verb [I had to google for this and found a wonderful explanation in MGMAT forum.
