I initially picked b, but was not happy with the 'being', 'developing'.

The clause is about a century of adjudication, this means a period of time gone by, so its the past, 'is' refers to something in the present. hence D is not right.

are there ppl who think that " the principle of all juries " is wrong idiom
The correct one is "the principle that"
