impact on and possibility of is correct idiom.

So option A is wrong.
In option B, impact is a noun. So the part could serious impact on doesn't have a main verb. So wrong.
Option C has the same error as in B
Option D incorrectly uses possibility to. Correct idiom is possibility of or possibility that

So option E is left and is correct.
