When first introduced into North America, the tomato was regarded that it was poisonous and was planted only as an ornament.
A.
B. considerd to be poisonous
C. regarded as being poison
D. considered poisonous
E. regarded to be poisonous

is "considered to be" and "regarded to be" incorrect in general, or only in this context??

"to be" is redundant--it's generally not necessary to include for a gramatically correct phrase.

Both "considered to be" and "considered as" are incorrect idioms.
"Considered" (without as or to be) is the correct form.

D for me as well.

Even if we don't look at grammar
considered poisonous conveys the message and all other are wordy and awkward

You consider X Y

So, "regarded as poisonous" is also correct!
