Is the use of DEPENDING correct - what does it modify

I think It is wrong in its present form because depending here modifies "three cubic meters per day of waste water" which is nonsensical.

Depending should modify the clause before it so as to say HOW One module could treat ( depending on the amount of organic material present. Therefore there should be a comma before depending.
