Lacking information about energy use, people tend to overestimate the amount of energy used by
equipment. such as lights, that are visible and must be turned on and off and underestimate that used by unobtrusive equipment, such as water heaters.

(D) visible equipment, such as lights, that must be turned on and off and underestimate that
(E) visible equipment, such as lights, that must be turned on and off and underestimate it when

Here I choose E because it is wrong. why?

overestimate + noun phrase (the amount of energy) USED BY equipment ... that is visible (...) that must be turned on and off

AND

underestimate + IT (refers to the amount of energy) WHEN USED BY

The use of "when" is incorrect. It is not parallel to "the amount of energy."

When can be used only with reference to Time. Hence "D".

People overestimate the amount of energy used by X, ... and underestimate that (amount of energy) used by Y...

Parallelism. When cannot act as a right pronoun to substitute amount of energy. Try to understand the meaning, then structure then go for the answer choices. Hope it helps :)
