Present Participle Modifier Doubt

Many financial experts believe that policy makers at the Federal Reserve, now viewing the economy as balanced between moderate growth and low inflation, are almost certain to leave interest rates unchanged for the foreseeable future.

A. Reserve, now viewing the economy as balanced between moderate growth and low inflation, are
B. Reserve, now viewing the economy to be balanced between that of moderate growth and low inflation and are
C. Reserve who, now viewing the economy as balanced between moderate growth and low inflation, are
D. Reserve, who now view the economy to be balanced between that of moderate growth and low inflation, will be
E. Reserve, which now views the economy to be balanced between moderate growth and low inflation, is


Hi Ron,
The OA to the above question is A. But I have a doubt regarding the use of the present participle in Question A. Can't the participle "viewing" modify financialExperts? How does the present participle modifier rule should work here Please clarify.

I am nowhere near Ron's proficiency but still will try

E is out as 'is' is incorrectly used.
incorrect use of 'will be' in D.
misplaced 'who' in C.
A is better than B.
About the participle, if an 'ing' form is following a comma, the participle modifies the entire clause. In this case the financial experts believe X and hence view Y.

the simplest way to proceed here is to think of certain sentence openers as "WARMUPS".

if a sentence starts with one of these types of things:
my friend said that...
she claimed that...
studies have shown that...
paleontologists believe that...
etc.
then just IGNORE that part.


these warmups have NO EFFECT AT ALL on the grammar of the following sentence.

if you don't see why, then, as an exercise, go ahead and add one of those "warmups" to any sentence.
for instance:

studies have shown that these warmups have NO EFFECT AT ALL on the grammar of the following sentence.
see what i mean?

... so, in the above sentence, you can chop "Many financial experts believe that..." right off the front and pretend that it's not even there.
