A & B: "by the end of the decade" is misplaced. "The United States petroleum industry's cost" is not preferred.

C: Looks really awkward construction.

D: To meet ...should modify the industry rather than the cost.

"Native of" is used for a individual while "Native to" is used for a large group

E: But I think E is also not correct as it replaced work projected with estimated..
