2 Republicans can be selected from 4 Republicans in C(4,2) ways
3 Democrats can be selected from 5 Democrats in C(5,3)=C(5,2) ways
Total = number of ways of 2 selections * number of ways of 3 selections
= C(4,2)*C(5,2) = 6*10 = 60

I know beat_gmat replied but I've never solved a comb b4 so give me a break :-)

R : 4!/2!2! = 6
D : 5!/3! 2! = 10

R&D= 6*10 = 60
