The passage says that the psychologists have obligation to provide laymen with better understanding of the social phenomenon. Beyond that government officials are now taking their help.
So this assumes that others are not much aware about psychology or social phenomenon.

Its not their social obligations to provide solutions to others.
The conclusion falls apart.

The layman doesnt understand anything.
Well..this does goes with the argument and even support the conclusion.

my answer was also D; the reason being that its an obligation (mentioned in the paragraph) because it is not understood by others on their own (assumption)
but the OA is C
