Because of wireless service costs plummeting in the last year, and as mobile phones are increasingly common, many people now using their mobile phones to make calls across a wide region at night and on weekends, when numerous wireless companies provide unlimited airtime for a relatively small monthly fee.

IMO B and not D
First take: 640 (50M, 27V) - RC needs 300% improvement

Between B and D, B has a better parallel structure...

OA is Op D, Op A,B,C are fragments as these sentence doesn't contain any independent clause...Many People has no verb in A,B,C

I was b/w Op D and Op E but Op D is parallel plus the use of WHILE is incorrect in Op E

I agree with you.. I overlooked "are" ...

However, I can put forth one more question which is bothering me...

Suppose, there was "are" in B..then How would you choose between B and D..

Do you know any rule for clauses starting with proposition "with"?

yup we require an "are" over here,therefore, D is correct..........

after the underlined portion it starts with now using. So comparing many people now using and many people are now using, i feel the latter one is correct.
Option E uses while which was tempting but i feel it has parallelism/tense issue: cost of wireless service has plummeted in the last year and mobile phones are increasingly common
i feel the better option would be: cost of wireless service has plummeted in the last year and mobile phones HAVE BECOME increasingly common. BUT then this would have been wordy even if correct.

While in option D. It is parallel: cost of wireless service plummeting in the last year and mobile phones becoming increasingly common

So i feel option D is correct.

If it had been a correct option, the only rule I can think of is that the AS X AND Y construction indicates a proportional relationship. WITH would not be wrong, but the AS construction would be more precise and true (if there actually were a correlation between wireless service costs and evening/weekend calling).
