Hurricane

Once a hurricane is identified, it is given a name from a list drawn up by the United States Weather Service, a list that is reused after a few years, but with the names of the worst hurricanes omitted.

A. but with the names of the worst hurricanes omitted
B. omitting the names of the worst hurricanes
C. the names of the worst hurricanes being omitted
D. after they have omitted the names of the worst hurricanes
E. after omitting the worst hurricane names

I am not convinced with the explanation given. Need your help.

B, C and D are out on first blush. B - omitting - not parallel (reused etc.); C - being usually not a good first choice given we have A and E as strong options still left; D - they does not refer to anything (Weather Service should be it)

Between A and E - E is not parallel. Hence left with A.
