What's the correct idiom/structure here?

very hard

I try to eliminate. the logic is tested allway.which meaning is most logic.

"decide.. on.." is wrong, E is wrong.

"institution in deciding " is wrong

"it is founded for it decision" is wrong

"for decision" is better than " for deciding"

and meaning of "decision at founding" is better than meaning of "at founding for deciding"

IMO B

d SEEMS to be the best...in b for the decision at its 1833 founding to accept

B gives an impression that the college had multiple foundings...in its 1833 founding...
