In an effort to financially aid the homeless, the government is printing a newspaper that will be freely distributed to homeless individuals, who then will resell the newspapers for a small income. Sales of the newspaper, however, will not generate more revenue than the cost of printing the publication.

A, Generating one's own income is important for an individual to develop self esteem.


B, The government should not spend any taxpayer dollars on social welfare.

C, The newspaper content is inappropriate for the target market, and should be revised to appeal to a wider demographic.


D, The government's funding for the newspaper could be used more efficiently if distributed directly to the homeless population.



E, More government funding should be allocated to the newspaper printing program

I think the question has been missed or it must be a typo.
