IMO is A.

Subject -cities
verg-are stressing
Only A is parallel to the verb with "and" connection.
B is wrong because it changes the meaning "economically" and where is the verb "investing?"
C, D are wrong because of "invest" and the idiom is "as a means to". In addition, the usage of "economically" is wrong.
E is wrong for all the way.

(A) to greater economic development and investing
(B) to greater development economically
(C) of greater economic development and invest
(D) of greater development economically and invest
(E) for greater economic development and the investment of

A is correct. Great job. This was one parallelism problem that tripped me up.
