Concerned about the wildfires

Concerned about the wildfires in western Nevada, state officials are urging
residents in adjacent regions to evacuate their homes, travel upwind of the
wildfires, equipping children with breathing masks to filter any
harmful toxins.

A: equipping children with breathing masks to filter
B: and equip children with breathing masks for filtering
C: and equip children with breathing masks to filter

Yes, the answers are not complete, but I'd appreciate if anyone could explain
the best of the 3 options, especially, which option between [spoiler]B
[/spoiler] and C is better.

OA: C
A does not maintain parallelism with the two conjugated verbs evacuate...travel...equip.
the only difference between B and C is "for filtering" Vs. "to filter". This really is a matter of idiom - "to filter" is a better expression of the "intent" to filter the toxins.

When two verbs appear together (in this case, equip and filter), the first verb determines if the second verb will be in the -ing form or the infinitive form (to + verb).

The saving grace is that in such cases, most of the second verbs are in infinitive form (to + verb), except for few (example, we say: I enjoy going and not I enjoy to go).
