What is Fact Test?

Hello. I am reading a Powerscore CR Bible book. They have used the term "Fact Test" again and again. What does this mean?

It's more than separating claims from premises and calling the latter ones facts! This is a reflection on what is being introduced in CR entry. Reflection is one side of CR thinking. The other side is rationale.

We are in 'fact test' --> ask evidence --> consider the source of evidence --> consider the author's motivation to use specific evidence --> challenge evidence, hence the author's motivation
