how do you see "increasing tuition costs at private colleges" in option A?

Even I am stuck with A and E.
A - One sounds awkward. However parallelism is maintained.

E - academies improving their recruiting is a verb phrase and the others are noun phrases.

I think A should be the right answer.

IMO A, though not quite sure.

The parallelism starts after by ,

one fueled by

a resurgence of patriotism,
increasing tuition costs at private colleges, and improved recruiting by the academies.
