I would choose C. Using "it" is ambiguous.

A- Use of it

B- use of it and this is just awkward

C- correct

D- "bring over" changes the meaning

E- use of "it"

D seems to be concise answer

I am thinking we don't need it here A, B,and E and between C and D i just guessed.. but whenever I guess I am always wrong

My stake on A

"it" is necessary to denote "complex of 27 buildings"

Rules out C and D
might should be followed by "would' and not "will" when we have past tense in the sentence "there were concerns"

Rules out E

"over about" is wrongly used.
rules out B

left is A which is grammatically correct.
