Profile evaluation- Canadian - govt agency non profit

I am a Canadian and completed elec. engineering from Univ of Toronto - GPA 2.8/4.0 . GMAT 710 (q47 76% v41 92%)

Work total 5 years: 3 yrs Regulated utility, 1.5 yrs government power agency (non profit) - developed energy efficiency programs for the industrial sector. I currently work at a regulated electricity distributor helping largest 30 consumers ($30M) to cut their energy costs.

Post MBA: work in energy related industries or management consulting related to energy.
Weak: Low GPA and weak community experience

I'd like an idea of the top schools (US and England) where I may have a good chance of getting in.

Believe it or not, Canaga is actually underrepresented in US schools, so I would definitely take a look at the top 10 public b-schools including Ross, Darden, UNC UCLA, Kelley, Georgia Tech, Michigan, McCombs. Might have a shot at someo the private b-schools too especially since you have public sector experience, since you will be in a smaller pool of applicants as it pertains to background and can pitch a good story on why your perspective adds value. Don't worry too much about GPA, but the super elite schools won't like under 3.0--your saving grace might be that it was engineering, since b-schools respect the engineering degrees and are used to seeing lower GPAs in those majors.
