"It is unrealistic to expect individual nation to make, independently, the sacrifices necessary to conserve energy. International leadership and worldwide cooperation are essential if we expect to protect the world's energy resources for future generations.

Whenever this kind of situation arises where you have to support any of the ideologies which are equally important for the welfare of humankind then I tend to skim the butter out of the milk. When a particular thought pops up in our mind then it can be turned into a reality, eventually if we feel that the individual nations can make necessary sacrifices to conserve energy then this thought must be realistic.
This world constitutes of different continents and the different continents constitute of different nations, if each and every nation individually takes care of the energy they are storing then it would be much easier to conserve energy in the greater level. Each nation has their own arrays of energy available in the form of fuel, water and minerals, things are less complicated at the lower level to manage. The individual government might implement some rules on the particular type of energy and it could be well taken care if they are being obeyed. It has been frequently heard that changes are always advisable in the grass-root level. If every individual nation takes care of their responsibilities and follow some certain ascetic practices then it would incur to conservation of energy at the global level. For an example, if in some family, every member is aware of their own responsibilities and behavior then the head of the family finds it easy to manage and run the household very efficiently, on the contrary if everyone is not conforming to the basic rules implemented for that particular family then it might turn out to be a mess to manage every bit of it at the top level. Disorganization at the very basic level is difficult to control but if each part of the system is compliant to the flow of it then administration at the top level seems like cake walk. Same rule applies to the human body. Each and every organ should function properly to maintain a harmony at the overall level. Energy can be of different form, water, air, fuel, bio- extracts, and minerals. Electricity can be conserved at every family or every organization, same goes with the water and fuel. So we can conclude from this discussion that energy can be conserved at the very basic level. As a software engineer, I would like to add my view to this subject, a complete program is divided into different sub-parts to make sure that every part is error free, when all the parts are preciously debugged then programmers move to the compilation part of the whole program.
As every action has some positive and negative effects, same goes with the conservation of energy at International level. If conservation of energy is possible at national level then every nation should follow some inline rule at the international level to make sure that each one is agreeing with the seriousness of the issue called "Conservation of Energy". There should be at least a yearly or half yearly conference to make sure that individual effort of energy conservation is actually earning into some positive result. There should be some feedback provision and some suggestion procedure for improvising the individual endeavor of the nations. This conference of different nations from various domains would inculcate the scope of knowledge sharing; the range of knowledge will get multiplied by various discussions. We have to ingrain the truth in our mind that not just an individual, not just a province, not just a nation but the whole world is ours and we have to put our best to save the energies we have wasted so far that too purposelessly. We know from our earlier knowledge that "Too many cook spoils the broth", the same theory implies in the case of conservation of energy at international level. There will be too much discussion and there are chances, those delegates will not be able to come to any kind of standard conclusion. So, it is worthwhile to maintain the standardization procedure at the national level and checking out at the international level to confirm whether all the nations are in the right track, it is sounding something like , the students are engrossed in their self-study before exams and checking out with their faculties whether they are in the right path.
Unity, harmony and commitment are the keywords for any fruitful result of any tough journey. If every nation works at their best to conserve energy then it would be possible to supervise any project very smoothly and efficiently. In a way both are necessary to accomplish any long lasting goal of conserving energy, we cannot move forward and look for the future until and unless we satisfy the basic necessity of the present.
