Hi,
I have taken this question from Veritas Prep question bank:

A local school board has passed a measure requiring principals provide parents with course materials so as to improve the quality of their children's education.

a.provide parents with course materials so as to
b.to provide parents with course materials so as to
c.provide parents with course materials in order that they
d.to provide parents with course materials so that they can
e.provide parents with course materials and

I opted for option B.

a/c/e: eliminated because of missing "to" before provide.
d. because they can refer to principals or parents

Correct ans is D.

Do "they" have a clear referent in option d?

You are right, the correct option is D. THEY here refers to parents not principals. i think on various discussion share on BTG, I have read the post's of experts mentioning that in such instances logical meaning should be used. By the way there is usage of "their" in the latter part of the sentence that refers to parents.Hence, "they" should refer to parents.

Experts could help.
