My GRE score is 310 / 340 (new scale) but my AWA is 2.0 :( my GPA is 1.9 (I calculated as equivalent of 74%) can I get good college for MS. Should I apply for STATE university of Pennsylvania or it is completely out of my reach. [/spoiler]

1.9 GPA is pretty low--is that on a 4.0 scale? Good news is that MS programs may be more forgiving than full time MBA programs, but you will also need to convince them you can handle the academics.
