So dogged were Frances Perkins' investigations of the garment industry, and her
lobbying for wage and hour reform was persistent
, Alfred E. Smith and Franklin D.
Roosevelt recruited Perkins to work within the government, rather than as a social
worker.

A. and her lobbying for wage and hour reform was persistent,
B. and lobbying for wage and hour reform was persistent, so that
C. her lobbying for wage and hour reform persistent, that
D. lobbying for wage and hour reform was so persistent,
E. so persistent her lobbying for wage and hour reform, that

OA: E

can someone explain this?
I make the sentence back to where it should be like and choose the right answer.
but i would like some explanations since it's not like the normal type of idiom....

The question is trying to test us on so..that idiom. which helps us eliminate A,B and D. For C and E, I am confused because C looks concise. However, when you read closer in choice C the sentence --> lobbying for wage and hour reform persistent sounds awkward. This leaves us with choice E. I am not quite convinced with the use of so in the sentence. Does anyone else feel the same?
