Just wondering how to figure out the subject of the Present Participial Modifier(Slowing) in the below construction

Analyst blamed poor sales on whether, which was colder and wetter than usual in some regions, slowing sales of BBQ.

Would appreciate if you can explain the reason

The subject is relative pronoun which which refers to weather
