Analyzing campaign expenditures, the media has had as a focus the high costs and low
ethics of campaign finance, but they have generally overlooked the cost of actually
administering elections, which includes facilities, transport, printing, staffing, and
technology.

Can someone explain why it is so?

Media is a plural Noun and so "have + Past participle" should be maintained.
I had a doubt whether Media is Singular or plural????
However the second half of the sentence refers to media with the pronoun "They"---

"but they have generally overlooked the cost of actually administering elections, which includes facilities, transport, printing, staffing, and technology. "


which conclusively proves that Media is a plural noun .

I then checked some of my English Grammar books and one of them says Media is plural and the singular form is "Medium"

Hope that explains.

Because the event started from the Past and continuing on present,"has/have+past participle" must be used.

Pick C.

In second part of sentence they referred to media.So plural "have" is used.

even if you cannot figure out the media being plural just look at the word "they", which makes media plural. A plural word here would require "have".

C is right
