The chairman of the board, who was very sorry to learn that he'd acted on incorrect information, should not be held responsible to decreasing revenues or falling stock prices; though many have suggested he should.

A. should not be held responsible to decreasing revenues or falling stock prices; though

B. should not be in a position of responsibility for decreasing revenues or falling stock prices, though

C. should not be held responsible for decreasing revenues or falling stock prices, though

D. was not to be held responsible for decreasing revenues or falling stock prices; though

I'm going to say C as A and D are both wrong with the semicolon. It should be a comma

The gist of the sentence IMO is: The chairman of the board,....., should not be responsible, though many have ....... he should.

OA should be C.

Option A is a sentence fragment, as after the semicolon, we have dependent clause in the sentence. A dependent clause can not stand on its own. It should always be followed by an independent clause.

Option D is wrong for the same reason as mentioned above.

"Should not be in a position of" is awkward and wordy in option B. So wrong.

Option E is wrong because "responsible to" is unidiomatic.

IMO the correct answer: option C

We need responsible for and not responsible to -- eliminate A and E

B is awkward and wordy

D cannot be the answer because we need present tense and not Past Tense.

The sentence should look like this...

The chairman of the board, who was very sorry to learn that he'd acted on incorrect information,should not be held responsible for decreasing revenues or falling stock prices, though...
