Statement 1: 5x + y + 15 = 3x - 3y + 23
---> (5x - 3x) + (y + 3y) + (15 - 23) = 0
---> 2x + 4y - 8 = 0
---> x + 2y - 4 = 0
---> x + 2y = 4 ------ Same as the equation in statement 1
One equation in two unknown is not enough to determine the value of x.

NOT sufficient

1 & 2 Together: No new information ---> NOT sufficient

The correct answer is E.
