The OA given is Op B, see the comparison is okay, but kindly answer is the placement of WHO is correct over here??? see below Op B

This kind of issue was discussed earlier and i remember the final verdict was WHO follows touch rule...here WHO logically refers to "artisans" and in that case i think this OA is wrong. Please share your views.
