I am tempted to pick E as I like "within one to four minutes" better than "between one to four minutes".

between is used as 'between x and y', not as 'between x to y. I think E is the right answer.

"Native of" is used for a individual while "Native to" is used for a large group

The Answer is E.

A) Idiomatic Error (Between X to Y is incorrect, correct version is Between X and Y)

B) Same as A

C) The adjective successful is misplaced to change the meaning of the sentence. The author is trying to articulate a cause and effect i.e. implementation of resuscitation (cause) will be successful (effect) only when done within a certain time period after cardiac arrest.

D) The opening modifier modifies cardiac arrest which is incorrect.

E) the Ans left and makes perfect sense.

IMO E. A is wrong. BETWEEN A TO B is a wrong idiom.
