1st is insufficient as eg if y=1 , other than 3 x can take any value ..

2nd is sufficient .. y is >=0 , so -y will have to be equal to 0 or < 0 .. but a mod cannot be less than or equal to any negative value, so y has to be 0 and mod(x-3) has to be equal to 0 so x =3 .. hence the answer is B
