Although many citizens enjoy spacious and well-kept state parks, some fiscally conservative State Representatives are quick to point out that maintaining state parks cost far more than other state land.
A) maintaining state parks cost far more than other state land

Here, all about comparison.

A) maintaining state parks cost far more than other state land
-> maintaining state parks is not the same as other state land

B) state parks costs far more to maintain than other state land does
-> SVA Error

C) maintaining state parks costs far more than other state land
-> both error exist

D) state parks cost far more to maintain than other state land does
Correct

E) to maintain state parks is far more expensive than other state land
-> Incorrect

Right. In B and C, we have the subject "state parks," which is plural, and the verb "costs," which is singular. So those can be ruled out. In A, C, and E, we are comparing "maintaining state parks" to "other state land," and "maintaining" is an action, while "land" is a noun, so these two aren't parallel.
