The correct answer is C. But, AFAIK, with suggest, we always use a command subjective form and thus I feel, the correct answer must be D
A, B & E can be eliminated right away by using the Modifier Rule - The part after the comma should start with who was repelled, i.e. the Quakers.
In addition to the other mistakes with D that have been pointed out earlier, the contextual meaning is incorrect too. The context is brought out correctly in Option C where the Quakers were repelled by A and hence suggested B.

WHAT IS THE SOURCE OF THE QUESTION?
IF YOU DON'T KNOW THE SOURCE, WHY ARE YOU USING IT?

most third-party verbal questions, especially SC questions, are HORRIBLE. do not use them if you don't know the source.

you can also use "suggest" with just a noun as the object -- e.g. i suggested some changes to the structure of the course.

also -- note that this usage depends on the MEANING of the sentence.

* if the meaning is actually a "bossy verb" -- i.e., i'm "suggesting" in the sense of urging someone to do something -- then you use the command subjunctive.
e.g., i strongly suggest that you arrive early to the meeting.

* on the other hand, if the meaning is NOT "bossy" -- i.e., "suggest" in the sense of "provide evidence in favor of" -- then you use the normal indicative verb.
e.g., from gmat prep, Australian embryologists have found evidence to suggest that the elephant is descended from an aquatic animal... (NOT "be")

as usual, this is not strictly a grammar issue; it's also a meaning issue.
