251/11 = 22 soaps + 9 scraps.
from 22 soaps, we get 22 scraps.
from these 22, we will make 2 more soaps and get 2 more scraps.
now we have total of 11 scraps and thus 1 soap and 1 scrap.
Total = 22 + 2 +1 = 25
