D. I would say

A and C says that President and his promise experienced setback, which IMO is incorrect since it was President but not his promise which experienced setback.
B. Insisted is incorrect
E. Insist is incorrect.

That leaves D as the answer.

in my point of view, having insisted and contending are not parallel

correct me if i am wrong.....an expert help needed

a is incorrect because promise cant experience
c is not parallel. insistence is a noun
d is not parallel as someone mentioned in a post above
e insist is a tense error

IMO B.

A. President Bush and his promise experienced.... AWKWARD
B. CORRECT (economic conservatives who decried...insisted.... contended that- Perfectly Parallel)
C. and his promise four years earlier never to ... AWKWARD
D. Not parallel - decried... having insisted...contending
E. Not parallel - decried...insist (You may also call the "insist" part a tense error if you so wish.. :) )

yes guys OA is B, though i got it right but it consumed me 2.07 min :-(
