IMO C

"X have found that" is the right usage.
A, B , D are eliminated .

E that local witnesses are difficult to locate and reticent, and they are
they is innecessary and could refer to witnesses or authorities . So no clear referent.

C is left

Sentence started with a clause must be introduced by "that"

Left are C and E

In C , 3 items are parallel while E breaks them into 2 parts and changes the meaning introducing pronoun errors

Difficult to locate is one characteristic.

It's not the following: difficult to this, difficult to that, and difficult to the last thing.

The parallel construct starts after the word "are",

that the local witnesses are .... difficult to locate
that the local witnesses are .... reticent
and that the local witnesses are .... suspicious of strangers

All three ("difficult to locate", "reticent" & "suspicious of strangers") modify local witnesses!

Sorry to ask this again, could anyone clarify this ?

How can this be a parallelism.

Difficult to locate, reticent, and suspicious of strangers

some are adjectives and some of them are with nouns ?

Since parallelism is only preserved by the pronoun that, only Option C & E are viable.

And between E & C, since the 'they' in E does not have a clear antecedent, we can eliminate that too.

This leaves us with C and I understand why that is the apt choice.


But my doubt regarding C is , should it not end with an 'are'

....that local witnesses ..... suspicious of strangers.. - ?!?!?!

....that local witnesses ..... ARE suspicious of strangers.. - This makes sense

Could someone clarify?

No C should not end with an 'are'.

Please understand that the following items are completely parallel:
'difficult to locate', 'reticent', and 'suspicious of strangers'

So we can either use 'are' at the beginning of the first item in the list or use 'are' before each item in the list.

Try flipping the position of these items to see through what i am suggesting.

Let's say we have "that local witnesses are reticent, difficult to locate, and suspicious of strangers".

I hope you get the drift....

(A) the local witnesses are difficult to locate, reticent, and are- 'Are' in the end is not required. It creates a parallelism error. Also missing 'that' in the beginning
(B) local witnesses to be difficult to locate, reticent, and are - 'Are' in the end is not required. It creates a parallelism error. also missing 'that' in the beginning
(C) that local witnesses are difficult to locate, reticent, and
(D) local witnesses are difficult to locate and reticent, and they are - missing 'that' in the beginning. Also, the meaning changes because of the change when 'locate and reticent' are clubbed together as one thing. Basically, now the sentences means that the local witnesses are difficult to locate and difficult to reticent. This makes no sense.
(E) that local witnesses are difficult to locate and reticent, and they are- changes meaning as described in (D)
