I want to know y the ans is not E as no where in the question it is written that q is non zero. It is understandable that q can never be negative as the condition for p is : p>0.

Answer choice E: q=200.
4/100*(p+200) = 8.
p+200 = 8(100/4).
p+200 = 200.
p=0.
Since p>0, q=200 is too big.
Eliminate E. The correct answer is D (the next largest answer choice).

If 4 percent of (p + q) is 8, then p + q = 200, and for the greatest possible value of q, we must choose the least possible value of p, which is a positive integer too.
