In daily conversations these two sentences may seems to convey the same meaning, but in written English both differ in meaning. The meaning changes with the placement of 'too'.

'I want to go too' >> Here too is acting as adverb, and is describing go.
Meaning: In addition to doing something else, like reading and singing, I want to go. ie I want to do that (reading, singing) and I want to go also.


'I too want to go' >> Here too is acting as adjective and modifying I.
Meaning: Someone else is going and I also want to go.

I want to go too= Describing a noun (place) where this person wants to also attend to with another noun (person)

I want to go to= Would usually follow a place where the person wants to go.

"Lisa is wants to go to Mexico. Sally wants to go too."
