If you are trying to minimize the number of hours machine B will operate, then you would maximize the hours A will operate. Since each machine can only operate at 8hr max, and at that max machine A will produce 9,000 X 8 or 72,000 pencils, then machine B must operate for 4 hours to make up the balance needed of 28,000 more pencils.
