Premise: A rail commuter system is to be built and the people are favouring it even after knowing that this will increase the tax.
Conclusion: Plan is very likely to succeed.

We need to weaken this conclusion or say that the congestion will not be reduced.
Of the given options, only option B falls on the same lines. It says that "everyone thinks that other people will start using the rail road." NO ONE is talking about himself/herself. Hence this might even increase the congestion if everyone thinks that the roads would be empty, they would start using the roads and leading to more congestion.

Correct Option: B
