Is the answer "C" ?
"Native of" is used for a individual while "Native to" is used for a large group

IMO B

Rules adopted by...., rules is plural here. So the verb must be plural.
This knocks off A and C which use singular verb requires.
In D and E, it looks as if we have header and footer and also the identity of the sender of the message.
Whereas the header and footer is itself identifying the sender.

Also since we have a verb(require) + that structure, after the co-ordinating conjunction 'and', we should have 'that' coming.
