PS - Unit conversions

At the post office, a letter must go through a sorting process with four distinct steps.
Step 1: Mail is picked up every half hour, beginning at 6:00 am.
Step 2: Mail is dropped off at the sorting center 1/4 hour later.
Step 3: Mail is sorted by zip code and stamped every hour, beginning at 7:00 am, and sent to regional sorting centers 1/3 hour later.
Step 4: At the regional sorting centers, incoming mail is put into the system every 30 minutes, beginning at 8:00 am, and sent to individual mail carriers 45 minutes later.

Assuming that all mail is picked up, sorted, and dropped off on time, what is the least total amount of time that it could take the letter to go through all four steps?

(A) 2 hours 45 minutes

(B) 2 hours 15 minutes

(C) 1 hour 45 minutes

(D) 1 hour 20 minutes

(E) 1 hour 15 minutes

One way to do this is go through it step by step, counting the time passed:
Start with the time XX:YY, and only worry about the YY portion while counting the time elapsed.

Step1: done every 30 min at 6am. Your time therefore is XX:00 or XX:30. Time elapsed 0.

Step2: mail dropped off at sorting center 1/4 hour later. we're at XX:15 or XX:45, and time elapsed is 15 minutes.

Step3a: mail is sorted and stamped every hour beginning at 7. If we were at XX:15, it would take us 45 min to get here, whereas if we're at XX:45, it'll only take 15. Take the latter, and we're now at XX:00; time elapsed is 30 minutes.

Step 3b: mail sent to regional center 20 minutes later. We're at XX:20 and time elapsed is 50 minutes.

Step 4a: mail put into system every 30 minutes. We're at XX:30 and time elapsed is 1 hour.

Step 4b: mail sent to individuals carriers 45 minutes later. We're at XX:15 and time elapsed is 1 hour 45 minutes.

Answer is C

The other way around this would to draw out a table with a list of a few of the possible start times. To save time, you should start the first step at 8am since at that point you know all processes will be working.
