In my opinion, the answer should be E.

Moreover, both statements are one and the same thing.

A - does not solve the question. x could be anything 5, 7, -5 etc.

B - the only way this can hold with y >=0 is if y = 0, hence x = 3

statement 1: there can be innumerable values for x

statement 2: |x-3|<=-y

since it is give that y>=0

the RHS will always be -ve or 0

also the LHS is modulus, whose value will always be +ve or 0

so the solution to the equation is only possible at x= 3 and y= 0
