public's widespread belief is singular so have is wrong here - C/E are out.

A - their has no clear antecedent
B - very awkward structure.

Only D stands out.

IMO D.
Getting defeated is just a temporary notion, giving it up is what makes it permanent.

Its, possessive pronoun, is referring to the public's.
