A says Europeans arrived in the New World on Columbus Day 1992.
When did Europeans arrive in the New World?
They arrived on Columbus Day 1992.

on Columbus Day 1992 is a prep phrase.
Prep phrase can serve as
Adjective
or
Adverb.

In both interpretations, it is non sensical.

Compare and contrast with how it is written in OA.
