The answer is definetly D.
The argument concludes that because plastics make up an inreasing percentage of the waste they handle, people must be throwing away more of this plastic. This assumes that people are throwing away the same amount of everything else. But, maybe people are actually throwing away less of everything else. If this were true, could the author then make this conclusion? D is an example of this.
Could you please confirm the OA?
