The claim made in the last sentence is that the mini-mills will take more of the business away from the big mills.

Choice E indicates that mini-mills operate in a domain that is not touched by the big American mills. So, if the mini-mills don't operate in that domain, how can they take the business away from some company within the particlar domain. That's what weakens the claim.
