The answer is E.

First solve for x (2x and 3x form a line which is 190 degrees)
2x + 3x = 180
5x = 180
x = 36

Now solve for y (angles 2x and y +30 are equal)
2x = y + 30
2 (36) = y + 30
72 = y + 30
y = 42
